Heinous proposed rule “Regulation for Federal Financial Assistance”

OMB want to take control of the Federal purse from Congress.
The ‘intent’ is to standardize who and what research projects can receive Federal funding.
Guess who and what it targets? Everyone.
Universities (students, faculty, administration), foreign persons, native persons, working people, healthy people, drug addicts. Fall into any of these categories?
Comments are due on or before July 13, 2026 (45 day comment period began May 29).
Proposed Effective Date: October 1, 2026
